SPECIAL MEETING of the GENERAL BOARD
November 4, 2007
Members Present: Karen Nye (Moderator), Elaine Ulry (Vice Moderator), Rachel Crum (Worship), Jim Brown (Property), Barb Reynolds (Elders), Leah Wilson (Elders), Nancy King (Deacons)Pastor Mary.
Members Absent: Cheri Gonyaw (Deed), Jan Carlson (Word).
Guests: Lee Johnson from the Panza Board, Jim Dick.
The meeting was called to order by Moderator, Karen Nye.
A. Introduction
Karen handed out copies of the Questions on the agenda, and an explanation of “Stepping Aside.”
B. Guest
Lee Johnson from the Panza Board clarified duties and possible expenses of the host churches, some of which include:
1. Porta Potties – ca. $275.00 per month
2. Propane for main heater
3. Bus passes paid by the church – ca. $10.00 per week
4. Security (Host Desk) – volunteer shifts 3hr. each, 24/7
5. Dumpster
Congregations may expect financial assistance and security assistance from Panza and others.
Requirements:
1. Thirty-day notice of occupancy to City of Olympia
2. Notice to surrounding neighbors about proposed occupancy (can occur during the thirty days prior to occupancy).
3. Camp must leave First United Methodist on Dec. 29, 2007, so new space must be available on Dec. 29.
4. Periodic inspections by Health Department (DOH handles this.)
Lee answered numerous questions from the Board.
C. Question #1: Shall our congregation, in partnership with another congregation, host Camp Quixote beginning January 2008?
All in attendance participated in lengthy discussion. Proponents for
hosting specifically this winter emphasized that our covered area provides protection from the elements. Opponents for hosting this winter cited concerns that we would not be able to run both New Beginnings and Camp Quixote at the same time, as well as participate in the Regional “RISE” program.
The Decision by Consensus, with two people stepping aside, is “No” to Question #1.
D. Question #2: Shall our congregation, in partnership with another congregation, host Camp Quixote at a later time to be determined?
The Decision by Consensus is “Yes” to Question #2.
Both of these questions will be forwarded to the congregation at a special meeting, on Sunday, November 18, immediately following Worship. They will carry with them recommendations from the Board that Question #1 be turned down, and Question #2 be approved.
